Improve wrote an information services architecture plan to define the vision, goals, organizational structure, technological infrastructure, budget and training for a territory-wide longitudinal data warehouse. Conducted interviews and change management workshops based on the Appreciative Inquiry methodology to collaborate around an inter-agency design approach to the data warehouse. Assisted in the facilitation of an inter-governmental data governance group including the Departments of Education, Labor, Health, Human Services, and the University of the Virgin Islands. Wrote the federal grant application for the U.S. Department of Education’s Institute of Education Sciences, including compilation of detailed budget. A respondent to a customer satisfaction survey one year later stated, “A clear collaboration of different organizations aspiring to attain a specific goal.”
